What is TEF?
The Teaching Excellence Framework (TEF) is a national evaluation initiative led by the UK’s Office for Students (OfS). Its goal is to stimulate higher education providers to deliver outstanding teaching, enriching learning experiences, and strong outcomes for students. Institutions that participate are judged not only on overall performance but also receive two underpinning ratings, one each for student experience and student outcomes. These ratings are provided above and beyond national minimum standards.
TEF Ratings: What Do They Mean?
TEF has three main rating levels: Gold, Silver, and Bronze.
- Gold: Reflects consistently outstanding performance and the highest quality teaching available in UK higher education.
- Silver: Represents a high-quality provision that significantly and consistently exceeds baseline expectations.
- Bronze: Indicates satisfactory quality, meeting the essential threshold but with room for improvement.
How TEF Ratings Are Determined
- Core Metrics & Benchmarking: TEF evaluates institutions across six key statistical metrics like teaching on the course, assessment and feedback, academic support, non-continuation rates, employment or further study upon graduation, and highly skilled employment or further study. Each metric is compared to a benchmark tailored to the provider’s student profile, earning performance flags from double-positive (best) to double-negative (worst).
- Initial Hypothesis
- Panel Review and Adjustments: An expert panel, including academics and student representatives, reviews this hypothesis. They evaluate written submissions, breakdowns by demographics (gender, ethnicity, etc.), and additional context.
Why TEF Matters?

- Evidence suggests affected student choices – 73% of students in a 2018 HEPI survey said TEF influenced their decision; over half were more likely to pick a higher-rated institution.

Gold-Rated Universities
According to official TEF announcements, 46 UK institutions achieved a Gold overall rating, with 73 receiving Gold for at least one “aspect” (student experience or outcomes). Some standout Gold-rated universities include Anglia Ruskin University, Aston University, Coventry University, University of Portsmouth, Nottingham Trent University, University of Greenwich, and Imperial College London.
Silver-Rated Institutions
Numerous reputable universities received Silver in 2023, like King’s College London, Lancaster University, Durham University, Queen Mary University of London, University of Newcastle, City, University of London.
