Malta’s New Mandatory Pre-Departure Integration Course: What Work Aspirants Must Know

Starting in 2026, Malta introduced a major update to its work permit process that every international job seeker, especially those from India and other third-country markets, needs to be aware of before planning a move to this vibrant European destination.

What’s Changing?
From January 2026, and strictly enforced from March 1, 2026, Malta will require all first-time Single Work Permit applicants from outside the EU/EEA/EFTA to complete a mandatory Pre-Departure Integration Course before they can apply for a Single Work Permit. This isn’t just optional, it’s a pre-arrival requirement. If the applicant does not hold a valid course certificate, their work permit application will not be processed.

Who Does This Apply To?

  • Third-country nationals (including applicants from India)
  • First-time applicants for Malta’s Single Work Permit
  • Those seeking to relocate to Malta for employment in any sector (with sector-specific modules required for certain industries, such as Hospitality & Tourism)
  • What Does the Course Cover?
The integration course is designed to equip future workers with essential knowledge and competencies to thrive in Malta and includes:
  • English language basics
  • Maltese cultural awareness
  • Workplace rights & responsibilities
  • Civic norms, conduct, and safety expectations
  • Rights under Maltese law and professional etiquette
…followed by assessments and a live interview via the Skills Pass platform.

Cost & Commitment
Fee: Approximately €250
Hours: 20-hour online programme with assessments and an interview
Timeline: Course available from January 5, 2026; verification of certificates begins March 1, 2026, so preparing early is key to avoid delays.

Why Malta Is Making This Change
Malta’s government introduced this requirement to ensure incoming workers are not only job-ready, but also culturally informed and socially prepared to integrate into Maltese society, raising employment standards before arrival rather than after.
